FNB Building Confidence Index

The FNB/BER Building Confidence Index reveals the percentage of respondents that are satisfied with prevailing business conditions in six sectors, namely architects, quantity surveyors, main contractors, sub-contractors (plumbers, electricians, carpenters and shop fitters), manufacturers of building materials (cement, bricks and glass) and retailers of building material and hardware.

The index can vary between zero (indicating an extreme lack of confidence) and 100 (indicating extreme confidence).

In contrast to the RMB/BER BCI, which includes only main contractors, the FNB/BER Building Confidence Index covers the whole pipeline: from planning (represented by the architects and quantity surveyors), renovations, additions, owner builders, the informal sector (represented by building material and hardware retailers) and production (manufacturers of building materials) to the actual erection of buildings by main contractors and sub-contractors.

By far the biggest drag on confidence was the building material manufacturing sector where confidence fell by 43 index points to only 12. This was partially offset by a 21-point jump in main contractor confidence. On a more positive note, confidence in the “core” building sector (excluding building material manufacturers and hardware retailers) increased to 35, from 31 in 2022Q1.

The FNB/BER Building Confidence Index declined to 35 in 2021Q3, from 39 in 2021Q2. This means that, across the building sector pipeline, 65% of respondents are dissatisfied with prevailing business conditions. While the composite index remains higher than the average of the past few years, it is concerning that the index excluding the hardware retail and building material manufacturing sector – a measure of confidence in the “core” building sector – fell to 20, from 25 in 2021Q2.
